한국지방정부연구원을 소개합니다.
한국지방정부연구원은 자치 재개 원년인 1991년 이후 지금까지 지방자치의 현장과 학문을 함께 축적해 온 행정학자 김회창 박사의 연구 성과와 실천 경험을 바탕으로 설립된 연구·교육 전문기관입니다.
공직에서의 수석전문위원 활동, 대학에서의 지방자치 교육, 민주주의 뿌리 착근을 위한 정치 참여, 그리고 일본 이바라키대학교 연구교수로서의 비교연구를 통해 한국과 일본의 지방재정, 지방분권, 지방정부 운영을 심층적으로 연구해 왔습니다.
아직 규모는 크지 않지만, 축적된 연구와 교육·연수 경험을 토대로 지속적인 성장을 지향해 나아갈 것입니다. 특히 남과 북이 자유민주주의 질서 속에서 통합되는 과정에서 요구되는 남북한 지방자치 통합방안에 관해서도 심층적인 연구에 박차를 가할 것입니다.
더 나아가 독일을 비롯한 해외 연구기관과의 교류를 통해 한국 지방자치 연구의 지평을 세계로 확장해 나가고자 합니다.
Introduction to the Korea Institute of Local Government. The Korea Institute of Local Government (KILG) is a specialized research and training institute founded on the academic achievements and extensive practical experience of Dr. Hoechang Kim.
Hoechang Kim, a scholar of public administration who has worked at the forefront of local autonomy since its restoration in Korea in 1991.
Through his career as a senior policy advisor in public service, a university lecturer in local governance, a participant in democratic political processes, and a research professor at Ibaraki University in Japan, the Institute has built deep expertise in local finance, decentralization, and comparative local government systems in Korea and Japan.
While modest in scale, KILG is committed to sustained institutional growth grounded in its accumulated research and professional training experience.
In particular, the Institute will accelerate in-depth research on models for integrating local governance systems in the context of a future unification of the Korean Peninsula under democratic principles.
Furthermore, through academic exchange and collaboration with international partners—especially in Germany—KILG aims to expand the global reach and relevance of Korean local governance studies.
